In the best interests of Alaska?

Fairbanks republican, Jay Ramras, filed House Joint Resolution 27 in an attempt to change the Constitution of the State of Alaska.

In the best interests of Alaska?

If accomplished, the change would benefit the oil and gas industry by allowing them the "fiscal certainty" demanded by the "Big Three" oil companies in relation to their building of the natural gas pipeline.

Is changing our Constitution to benefit any industry a good public policy choice? Is Ramras looking out for the wishes and will of the people of Alaska? If not, what other interests or motives might he be representing?
